I have wanted a cel of long-haired Trunks for over a decade now. I'm so happy to finally add one as nice as this to my collection!
This is from ep. 154 as Trunks and Vegeta exit the Room of Spirit and Time. I've also included a scan of the manga page the cel is based on, as provided to me by EmmaWinters.
